(AP) — Louisiana’s GOP-dominated legislature passed tax cuts on personal and corporate income on Friday in exchange for a statewide sales tax increase, a mixed bag of success for Gov. Lawmakers approved a flat 3% individual income tax rate and nearly tripled the standard deduction for individuals. Previously, the personal income tax rate had stood at 4.25% for individuals earning $50,000 or more. “What I’m very confident in is that everyone’s going to have more money in their pocket at the end of the day with the personal income tax reductions,” said Republican Rep. Julie Emerson, who spearheaded legislation to flatten the income tax rate. With the personal income tax reductions reducing annual revenue by $1.3 billion, Landry’s original plan had called for applying sales taxes to dozens of services like car-washing, dog-grooming and lobbying. He also sought to eliminate large tax incentives for the restoration of historic buildings and the film industry. Those proposals were defeated, leading to a bigger sales tax hike than Landry initially proposed. Keeping active When purchasing a fitness-related holiday gift for someone, first consider what they most enjoy doing, said Dr. Cindy Lin, clinical professor in sports and spine medicine at the University of Washington in Seattle. “Gear that fits into an everyday routine, such as reusable water bottles and comfortable workout clothes, can be a great gift,” said Lin, who also is director of clinical innovation at UW’s Sports Institute. “One-trick gadgets,” or items for activities they don’t do often, are likely to end up in the back of the closet, she said. “If your sister only skis once a year ... that ski gear might end up collecting dust in the garage.” Lin is a fan of gear that’s portable, versatile and doesn’t take up much space, such as a yoga mat, exercise ball, resistance bands or free weights. Other simple gifts include fanny packs or belt packs for carrying a phone or keys while walking or jogging, or a reflective vest or headlamp for evening activities. St-Onge praised the way it cooks up crispy shrimp and tofu and said it helps her make “great” fish tacos, while her husband uses it to make eggplant parmesan with much less oil than the traditional version. A cookbook full of healthy ideas could be helpful, she said. Even basic kitchen tools can lead to healthier eating if they encourage people to make their own food at home, where they have more control over ingredients than at a restaurant, where meals can be packed with excess calories and sodium. Sweet dreams Even if your long winter’s naps don’t include visions of sugarplums, sleep is essential for health. St-Onge, who also is director of her institution’s Center of Excellence for Sleep and Circadian Research, said that avoiding gifts with alcohol would be one way to support it, given that alcohol can interfere with sleep patterns. But sleepwear would work. “Soft and comfortable sleepwear is so, so good for sleep in my opinion,” she said. Look for something that’s not too hot and not too restrictive. Or you can help someone make their sleep space darker and quieter. “If you’re living someplace where there’s a lot of outdoor noise and light pollution, blackout curtains are a good way to go,” she said. For technology fans, sleep trackers can help people see if they’re getting the seven to nine hours recommended for adults. St-Onge recommended checking to make sure the one you choose doesn’t require the recipient to buy a subscription. Some fitness trackers can measure not only sleep time but quality of sleep, which can provide insights into sleep cycles and potential disruptions, Lin said. Being “mindful and thankful” can help support sleep, St-Onge said, so the gift of a paper journal for writing down thoughts would make sense. Stepping out A gift doesn’t have to be about “stuff,” Sperling said. It could be an experience that encourages people to get outside. That could take the form of an annual state park pass, which would let someone enjoy the concept of “forest bathing,” or walks in nature, which can help reduce stress. For families, it could take the form of a membership to the local zoo. Ultimately, when it comes to finding a healthy gift, “you want to focus on things that are simple and sustainable,” Sperling said, because a healthy lifestyle is about making meaningful changes for the long term, not any one item or experience. By thinking along these lines, he said, you could be offering “life-changing gifts that can improve the health of the people you love and care about.”

The rider reassured the anxious group that the passengers of the flipped vehicle were unharmed and help was on its way. A tractor bearing a bucket loader soon appeared setting about the task of clearing the obstructed road. Once Jess posted an image on social media, praise for the farmer started pouring in. A person expressed their gratitude online, commenting: "Yet again the farmers go far beyond to help those in need. Hats off to them for working evenings to clear snow so that people can get home." Three Republican South Dakota politicians are in line to take on more prominent roles to influence cyber policy next year: Gov. Kristi Noem is president-elect Donald Trump’s pick to lead the Homeland Security Department, Sen. Mike Rounds is poised to seize the gavel of a key cybersecurity subcommittee and John Thune will become Senate majority leader. As president of Dakota State University, a school that has put a big focus on cybersecurity and tech, José-Marie Griffiths has worked with all three of them closely on cyber issues — testifying before their committees, consulting them on legislation, being appointed to national commissions by them and more. She has a sense, then, of how the trio will approach their newly elevated roles. In an interview with CyberScoop, she said she expects China to get more attention from the South Dakota politicians, as well as agriculture, a more proactive approach to cybersecurity and a recognition of the need for cyber talent in the center of the country. Thune and Rounds have sponsored cyber legislation in the Senate in the past, and as majority leader, Thune will be able to play a major role in what bills make it to the floor. “Senator Thune is a little bit quieter and calmer than most,” Griffith said. “He doesn’t give an awful lot away. I think he will initially be focused on all of the Senate.” But, she said, “I can imagine that with Governor Noem, if she’s confirmed, and with [Thune’s] position and with Senator Rounds and his role in cybersecurity, I would find it unusual if they didn’t see something emerge, some of those bills come up to the forefront.” Thune’s past tenure as chairman of the Senate Commerce Committee gave him jurisdiction over and oversight of privacy and tech bills, making it a legislative focus of his. He was part of the long-stalled push to pass a data privacy measure , and sponsored a bill on artificial intelligence standards . “His Commerce [Committee] side was very much involved when we had the 5G issues that we were talking about,” Griffiths said. Thune this year discussed how that topic is a national security challenge amid competition with China. Thune has also sponsored or co-sponsored cybersecurity-specific bills, including ones to boost the cyber defense of drones , create a cyber public awareness campaign , develop voluntary cyber guidelines , bolster the cyber workforce and aid small businesses on cybersecurity. As the top Republican on the Senate Armed Services Subcommittee on Cybersecurity, Rounds has emphasized threats from China, Russia and new technologies, and has spoken about the need to improve both cyber offense and defense. He was the first senator to serve as chairman of that subcommittee. He touted language he got into the annual defense policy bill last year, such as a provision authorizing the Defense Department to conduct cyber operations against Mexican drug cartels. Rounds also fought to keep the National Defense University’s College of Information and Cyberspace open. Separate from his subcommittee role, Rounds has sponsored or co-sponsored legislation on the cyber workforce and agricultural cybersecurity. Given his background, Rounds tends to approach cyber as a national security and defense issue, Griffiths said. Spokespeople for Rounds and Thune did not respond to requests for comment about their cybersecurity-focused priorities in the coming years. Noem’s record on cybersecurity includes rejecting DHS grants, hyping the industry in her state and signing cyber legislation into law. Griffiths said Noem got up to speed on cyber during her time in Congress as a member of the House Armed Services Committee. One problem Griffiths has talked about is the tendency for cyber professionals to flock to the coasts — Silicon Valley in the private sector, and Washington, D.C. to work for the government. Noem’s aware of that too, Griffiths said. “She recognizes that we need to see more capabilities, or leverage more capabilities, in the center of the country,” Griffiths said. “I think that’s going to be interesting.” South Dakota’s House representative, Republican Dusty Johnson, also sits on the United States House Select Committee on Strategic Competition between the United States and the Chinese Communist Party. “All four of them are very interested in the role of China,” Griffiths said. With agriculture being South Dakota’s top industry, cybersecurity in that area could also get more emphasis from the state’s elevated trio. “Agriculture is probably the one critical infrastructure that came rather late to the game of cybersecurity,” she said. But it only applies to certain entities, like doctors' offices, hospitals and health insurers, as well as some companies they work with. In other words, what you post on a social media account or elsewhere isn't bound by HIPAA. It's like telling your lawyer that you committed a crime versus telling your dog-walker; one is bound by attorney-client privilege, and the other can inform the whole neighbourhood. When tech companies partner with a hospital to get data, by contrast, there are detailed agreements on how it is stored, shared and used, Malin said. "Posting personal information to Grok is more like, 'Wheee! Let's throw this data out there and hope the company is going to do what I want them to do,'" Malin said. X did not respond to a request for comment. In its privacy policy, the company has said it will not sell user data to a third party, but it does share it with "related companies." (Despite Musk's invitation to share medical images, the policy also says X does not aim to collect sensitive personal information, including health data.) Matthew McCoy, assistant professor of medical ethics and health policy at the University of Pennsylvania, noted that there may be very clear guardrails around health information uploaded to Grok that the company hasn't described publicly. "But as an individual user, would I feel comfortable contributing health data? Absolutely not." It's important to remember that bits of your online footprint get shared and sold -- which books you buy, for example, or how long you spend on a website. These are all pieces of a puzzle, fleshing out a picture of you that companies can use for various purposes, such as targeted marketing. Consider a PET scan that shows early signs of Alzheimer's disease becoming part of your online footprint, where future employers, insurance companies or even a homeowners association could find it. Laws like the Americans with Disabilities Act and the Genetic Information Nondiscrimination Act can offer protection against discrimination based on certain health factors, but there are carve-outs for some entities, like long-term care insurance and life insurance plans. And experts noted that other forms of health-related discrimination still happen, even if they're not legal. The risk of inaccurate results Imperfect answers might be OK for people purely experimenting with the tool. But getting faulty health information could lead to tests or other costly care you don't actually need, said Suchi Saria, director of the machine learning and health care lab at Johns Hopkins University. Training an AI model to produce accurate results about a person's health takes high-quality and diverse data, and deep expertise in medicine, technology, product design and more, said Saria, who is also the founder of Bayesian Health, a company that develops AI tools for health care settings. Anything less than that, she said, "is a bit like a hobbyist chemist mixing ingredients in the kitchen sink." Still, AI holds promise when it comes to improving patient experiences and outcomes in health care. AI models are already able to read mammograms and analyze patient data to find candidates for clinical trials. Some curious people may know the privacy risks and still feel comfortable uploading their data to support that mission. Malin calls the practice "information altruism."
